Happy Wheels Characters
Steam only says “multiple playable characters.” The community wiki counts 16 character types and 11 vehicles, all available in the editor. The original four are Wheelchair Guy, Irresponsible Dad, Segway Guy, and Effective Shopper.

Where to playI refused to print a fake “complete official list,” because Jim has never posted one. What I can say from the wiki, and label as the wiki, is the count, the eject rule, and the mobile renames. Segway Guy is Business Guy on the phone apps. Pogostick Man is Pogo Stick Guy.
How a character works
You ride a vehicle until you eject, default key Z, and then you control the body. When the character dies you lose control. The camera follows the body, and if the torso is gone it follows the heart. Some characters carry a passenger. Irresponsible Dad and his son were the first of those.

Who gets their own page
The table lists the 11 selectable desktop vehicle entries documented by the community wiki. Its count of 16 character types includes passengers, so it does not mean 16 selectable vehicles. The mobile wiki documents six entries, and mobile chapters have their own progression. Empty selection slots are not evidence of a hidden paid unlock. In a user-made desktop level, the author can require a particular rider; the editor lets you select the roster for your own course.
